Tierney was born on September 1, 1976, in Limerick, Ireland. Richmond, Garryowen, Munster, Galwegians, Connacht, Leicester, and Ireland all used him as a scrum-half.
In 1999 and 2000, he earned eight international caps. He has previously coached Garryowen FC, Cork Constitution FC, Glenstal Abbey School, which he led to a Limerick City Senior School’s cup victory, and the Ireland women’s team.
